Sovereign Decree on the Proclamation and Establishment of the Principality of Lichtenberg

WHEREAS the Principality of Kaharagia recognises the importance of preserving the dignity of its national honours system and ensuring clarity in the acceptance and wearing of foreign orders, decorations, and medals;

HAVING REGARD TO the need to regulate the acceptance of such foreign honours by Kaharagian nationals, so as to maintain proper precedence, prevent misuse, and uphold the integrity of the Principality’s honours framework;

ACKNOWLEDGING the desirability of fostering goodwill and mutual respect between Kaharagia and foreign states, international organisations, and recognised orders of chivalry through the lawful acceptance of foreign honours;

NOW, THEREFORE, We, in Our Sovereign capacity, by the authority vested in Us, do hereby decree as follows:

Article I – Recognition and Authorisation

1. Kaharagian nationals may accept and wear foreign orders, decorations, and medals only if such honours are formally recognised and authorised by the Sovereign.

2. Recognition shall be extended solely to:

a. Honours conferred by recognised sovereign states with which Kaharagia maintains diplomatic or friendly relations.

b. Decorations awarded by intergovernmental or international organisations acknowledged by the Principality.

c. Orders of chivalry and merit whose legitimacy is accepted by the Sovereign.

Article II – Application and Approval

1. Nationals offered a foreign honour shall submit a request for approval to the Secretariat of State, through the Office of the Chancellery of Honours.

2. Applications shall include full details of the honour, the granting authority, and the circumstances of the award.

3. No foreign honour may be worn or publicly displayed without written authorisation from the Sovereign.

Article III – Wearing and Precedence

1. Recognised foreign honours shall be worn in accordance with the Kaharagian Order of Precedence as established by the Chancellery of Honours.

2. In official Kaharagian ceremonies, foreign honours shall be worn after all national orders, decorations, and medals.

Article IV – Prohibition and Revocation

1. The unauthorised acceptance or display of foreign honours is prohibited.

2. The Sovereign reserves the right to revoke authorisation if the granting authority ceases to meet the recognition criteria or if the recipient acts in a manner unbecoming of a holder of honours.

Article V – Implementation and Oversight

1. The Secretariat of State, through the Chancellery of Honours, shall maintain an official register of all foreign honours recognised and authorised for wear by Kaharagian nationals.

2. The Chancellery shall review and update the register annually and submit it to the Sovereign for approval.

Article VI – Effect and Publication

1. This decree shall take effect immediately upon its promulgation.

2. It shall be published in the Official Gazette of the Principality of Kaharagia.
