Confers Lichtenberger nationality and citizenship to Meir Kasirer, a citizen of Israel, in recognition of his personal integrity, loyalty, and goodwill toward the Principality and its Sovereign. Admission is made by special Conferral, taking effect upon the Oath of Allegiance and the entry of his particulars in the Register of Nationals. Recognises him as a full citizen of Lichtenberg with attendant rights and civic obligations.
