Confers Kaharagian nationality and citizenship upon Bruce Michael Lakusta, a citizen of Canada, recognising his loyalty, moral standing, and service to the Principality. Admission is made by special grant, taking effect upon the Oath of Allegiance and registration in the Register of Nationals.
